Péter Simon is a partner at CMS Budapest where he heads the Energy, Projects and Construction Practice.

He has worked on numerous energy, infrastructure, industrial and other construction projects (e.g. the development and acquisition of power plants, petrochemical manufacturing units, international gas transmission pipelines).

Péter negotiates long-term electricity, gas and heat supply and off-take agreements. He has been working on several projects, including advising on the development of the strategic storage of natural gas in Hungary.

He advises major, global energy companies on acquisition and development of both conventional and renewable energy projects.

Relevant experience

  • Budapesti Power Plant on the development of two separate CCGT power plants (the installed capacity of 110 MW each) and on all of its day-to-day issues. In addition to that the team was involved in the work of upgrading the existing generation facilities.
  • DÉMÁSZ, a Hungarian electricity distribution system operator (subsidiary of EDF) on energy regulatory and general commercial matters on a day-to-day basis. Representation of the client in the judicial supervision of the resolution of the competent authority on network usage fees.
  • Pannonpower Ltd. (subsidiary of Veolia):
    • on a litigation case against the EU Commission relating to the termination of Hungarian long term power purchase agreements.
    • on the construction of a new bio (chopped wood) fuelled power plant in the city of Pécs (turnkey EPC contract, long-term wood supply contracts, etc) and in connection with the financing of the project; and on project finance agreement related security documents.
    • on the construction of a new municipal gas fired district heating plant in the city of Szekszárd (turnkey EPC contract, long term gas and heat supply agreements, etc) and in connection with the financing of the project.
  • TVK (subsidiary of MOL):
    • in relation to the renegotiation of the long term gas supply contract of TVK Power Plant.
    • on the development of a butadiene producing project in Hungary.
  • MOL Nyrt. (MSZKSZ), the company designated by law for the safety stockpiling of natural gas with respect to the construction, operation and financing of an underground natural gas reservoir of 1,9 bn cubic meter capacity, the biggest of its kind in the CEE.
  • FGSZ, the Hungarian gas transmission system operator:
    • on the development of the Hungarian-Romanian high pressure, cross-border gas interconnection pipeline.
    • on the development of the Hungarian-Croatian high pressure, cross-border gas interconnection pipeline.
  • Iberdrola:
    • on all aspects of the acquisition of Vento Kft. the licensee of various wind park projects in Nagyigmánd and Ikervár in Hungary, the acquisition of Mistral Kft. the licensee of various wind park projects in Kisigmánd, Nagyigmánd and Ács in Hungary and the acquisition of Kaptár Kft. the licensee of a wind park in Kisigmánd. Advised on all aspects of the development and operation of about 170 MW wind generation capacity of these licensee companies.
  • on the EBRD acquisition of 25% of shares in Iberdrola Hungary.
  • Raiffeisen Energy:
    • on the acquisition of 100% of the shares in Hungarowind Kft. the licensee company of the Sopronkövesd-Nagylózs wind power project. We advised on the development of about 25 MW wind capacity. Later on we advised on the sale of Hungarowind Kft. to MVM Zrt., a Hungarian electricity holding company.
    • on the acquisition of Clean Energy Kft., W.P.S.S., Eurogreen Energy, licensees of a wind park project and on the development of about 10 MW wind capacity.
  • Magyar Telekom (a subsidiary of Deutsche Telekom) on setting up of its pioneer energy trading activity in Hungary (including electricity and gas trading), full scope licensing and provision of all required documents for operation.
  • Siemens / Advanced Power AG on the preparatory phase of the development of the planned new 800 MW CCGT power plant in Szeged.
