On 16 June 2026, Bulgaria’s Minister of Innovation and Digital Transformation presented the Integrated Citizen Monitoring and Analysis System (SIGMA), which is expected to enhance transparency of public procurement spending by providing access to data on 193,019 contracts with a total value of over EUR 51 billion, awarded by 4,440 institutions for the period 2020 to 2026.
SIGMA will analyse availabe data from the official Public Procurement Registry. Users will have free access to SIGMA without the need for registration and can conduct searches using the following criteria: the name of the contracting authority, the name of the contractor or their company’s unique number, keyword or subject of the contract or the contract number.
SIGMA’s contents will be updated daily.
The financial history of each contract will be obtainable, including:
- Estimated contract value;
- Agreed value at the time of signing;
- Current value after any addendums.
SIGMA is fully open-access and open-source. Users will be able to download lists and contracts as files, and this resource can be used for a variety of purposes. The Minister urged media organisations, citizens, and non-governmental organisations to use this data to conduct analyses and make comparisons.
The next steps in SIGMA’s development include an additional connection to the Commercial Register and automatic detection of discrepancies between the projected and actual values of contracts.
