Diyan is a senior associate in the Energy, Projects and Construction practice group at CMS Sofia.
He has extensive experience in advising bidders on public procurement projects, from the pre-tender engagement phase to remedy procedures. Diyan successfully advises bidders in the gas sector on the Greece-Bulgaria gas interconnection and on the expansion of the domestic gas transmission network, as well as bidders in the IT sector.
Additionally, he is counsel to authorities on both national tendering under the Bulgarian Public Procurement Act and on international tendering under the rules of the authorities’ choice. Notably, he advised on the legal engineering of a tender procedure in its entirety for a district heating company under international tendering rules for the complete renovation of the company’s facilities, with a material interest of nearly EUR 1 billion. Diyan is heavily involved in major national concession projects. He also advises clients on public-private partnerships in the area of infrastructure and transportation.
He supports developers, investors, utilities and energy users on power projects, transactions and the related regulatory and commercial matters, including on power purchase arrangements, grid connection and subsidy arrangements.
Diyan works on the sponsorship of legislative bills, the most notable of which are amendments to the Bulgarian Public Procurement Act and the Industrial Parks Act.
