CMS BFL, adviser to Mali and Senegal/UEMOA [Western Africa Economic and Monetary Union].

CMS Bureau Francis Lefebvre advises Mali and Senegal to UEMOA directives' enforcement on public procurement and delegations for utilities.


Member States of UEMOA [Western Africa Economic and Monetary Union] had to comply before first January 2008 with UEMOA directives on public procurement and delegations for utilities. Provisions of those directives notably comprise new public contracts signing procedures, an appeal to an independent body before attribution, the possibility of disqualifying unusually low-priced tenders and plan the attribution of delegation's contracts for utilities through call on competition.

Jean-Jacques Lecat, managing partner at CMS Bureau Francis Lefebvre, has advised Senegal to drafting Code of public procurement contracts and correlative amendments of Code of administration obligations, adopted in 2007, and will edit a guide for users. He also advises Mali for writing new texts about the signing and performance of public procurement and utility delegation contracts.
