Partnership contract for the future courthouse in Caen: CMS Bureau Francis Lefebvre advises Cicobail

This partnership contract, which provides for some €40 million to be invested over 27 years, was signed on 18 December 2012 by the French State (Ministry of Justice), represented by the Director of APIJ, the French agency responsible for judicial buildings, with Cicobail, a Groupe Natixis Lease company, in partnership with the Caisse d'épargne Normandie and Vinci.

The project includes the financing, design, construction, repair, refurbishment and maintenance of the future courthouse building in Caen (Calvados) on the peninsula site, as well as the provision of associated services.

CMS Bureau Francis Lefebvre advised Cicobail and the consortium throughout the competitive dialogue procedure for awarding the contract. François Tenailleau, Partner, and Kawthar Ben Khelil were in charge of this matter.

The APIJ was advised by the Projects team from Eversheds law firm, headed by Boris Martor, Partner. Valérie de Sigoyer monitored the entire contracting procedure with Mehdi Belghitar and Alix Golea, who is preparing for the Bar in Paris.
