Publication of “International Taxation Monaco”
The book on international tax relations and international standards in the Principality of Monaco, written by Pierre-Jean Douvier, partner at CMS Francis Lefebvre, has just been published for the first time in English.
An English adaptation of “Fiscalité internationale Monaco”, this book, which is up to date with the latest developments in international taxation and the latest legislative, doctrinal, and jurisprudential developments, is designed as an educational guide for individuals and professionals. It allows readers to:
- understand international tax law rules and international standards and how they combine with domestic laws, particularly Monaco law,
- and to connect and understand these international standards developed since their implementation by the global forum (OECD) in more than 172 countries.
The objective is twofold: to present and explain the rules now applicable to all countries, as the regime is global and transparent, and to make readers aware of upcoming rules, in order to anticipate issues and constraints.
The book explains the combination of domestic tax laws, tax treaties, tax agreements, international standards, and European tax law in order to apply them in a way that is optimal and protective for taxpayers, incorporating the approach of tax administrations and competent authorities.
The topics covered range from automatic exchange (Common Reporting Standard or CRS) or on-request tax information and related legal cases, examining tax evasion and fraud with limits on tax optimization, rules on tax residence and conflicts of residence for individuals, administrative assistance, tax residence and the place of effective management of companies, rules applicable to trusts, substance of companies, the concept of permanent establishment, European rules such as DAC 6, DAC 7, and DAC 8 (crypto assets), compliance rules, CBCR (reporting), and anti-BEPS rules.
Beyond the principles that apply to all jurisdictions, their application to the Principality of Monaco is explained.
The book is aimed at a wide audience: individuals, families, and family offices in their private and wealth management and investments; companies for their activities cross borders; banks and other financial institutions (management companies) and their compliance departments; service providers to businesses and companies (CSPs: companies services providers, accountants and CPA); and advisors.

About the author:
Pierre-Jean Douvier specializes in international taxation and international relations law, which he teaches at Paris 2 Panthéon-Assas University in the Master's program in Business Law. Author of several books in French (published by Editions Francis Lefebvre) and English, as well as articles on international law, particularly in the areas of private clients and transfer pricing, in this book he explores the combination of international taxation principles to show that they are logical and consistent. A student of Professor Maurice Cozian during his time at Assas, he applies the same approach that the latter applied to domestic tax law to international taxation: making a subject that may seem impenetrable accessible, and which is in fact simple and enjoyable once its internal logic is mastered.
Pierre-Jean Douvier is a member of the IFA (International Fiscal Association), the IBA (International Bar Association), where he served as vice-chairman of the Trusts and Transfer Techniques Committee, STEP (Society of Trust and Estate Practitioners), a global professional organization of experts who advise families across several generations, and the IACF (Institut des Avocats Conseils Fiscaux). He is Vice-President of the Monaco Chamber of Legal Advisors.
