David Guitton joined CMS Francis Lefebvre as a partner in 2026. 

He practices in the field of Technology, Media & Communications, with recognized expertise in electronic communications law and digital services regulation. 

He advises operators, investors, financial institutions and public authorities on the development, financing, acquisition and operation of digital infrastructure, including submarine cables and landing stations, data centres, satellite infrastructure, and next-generation fixed and mobile networks. 

He advises clients on all regulatory aspects applicable to electronic communications, including licensing and authorisations, spectrum and numbering, access, interconnection and infrastructure sharing, as well as user protection. He is also involved in structuring, drafting and negotiating complex contracts in connection with the acquisition, disposal, restructuring or privatisation of operators and assets, as well as in contentious proceedings before regulatory and competition authorities and before commercial and administrative courts. 

He further advises clients on the key legal issues relating to regulated digital services, including mobile financial services, digital identity, trust services, dematerialisation projects, e-commerce, as well as cybersecurity, critical infrastructure protection, data access and lawful interception matters. Recognized for his expertise on the most innovative and complex projects, he regularly assists clients in their engagement with authorities to secure and successfully complete their transactions.
