EU anti-dumping investigation concerning imports of certain polyether polyols originating in China
On 30 June 2026, the EU opened an anti-dumping investigation concerning imports of certain polyether polyols originating in the People’s Republic of China, which could lead to substantial anti-dumping duties on future imports.
The product under investigation
The product subject to this investigation are certain polyether polyols: organic polymers ( 3 ) containing multiple ether linkages (-O-) and chemically unreacted hydroxyl groups (-OH) with a hydroxyl number between 10 and 520, obtained by polymerisation of a starter with ethylene oxide and/or propylene oxide. Polyethylene glycols (PEGs), currently classified under CN code 3907 29 11, are excluded from the product scope.
The investigation covers for the purpose of investigation certain polyether polyols as follows:
- pure polyether polyols;
- blends of polyether polyols:
- products consisting of a single pure polyether polyol containing dispersed polymeric solid particles, and
- mixtures of two or more pure polyether polyols whether or not they contain dispersed polymeric solid particles
- formulations of one or more pure polyether polyols containing additives (e.g. flame retardants, surfactants, stabilisers) and/or catalysts whether or not they contain dispersed polymeric solid particles. Antioxidants are not considered as additives.
The product under investigation is currently classified under CN code ex 3907 29 20 (TARIC codes 3907 29 20 35 and 3907 29 20 90).

Affected parties, including importers and EU users wishing to comment and defend their interests, can participate in the investigation. Deadlines for participation can be as short as 7 days, so quick action is required if parties intend to participate.
