Ramón Huapaya co-leads the Administrative and Public Procurement area and specializes in Administrative Economic Law, Administrative Procedural Law, Public Services Regulation.
He has more than 17 years of experience advising companies in various sectors, especially in the health sector, in the processing and obtaining of licenses, permits and authorizations necessary for the development of their operations. His legal support includes advising on procedures before INDECOPI in order to eliminate bureaucratic barriers affecting clients' operations. Ramón participates in sectorial, trilateral and sanctioning administrative procedures in environmental, health, energy, telecommunications and mining matters.
He also has extensive experience in public procurement, advising domestic and foreign companies in bidding processes, as well as in the execution of contracts and litigation arising therefrom.
Author of the most consulted books in his specialty "Administración Pública, Derecho Administrativo y Regulación" and "Tratado del Proceso Judicial Administrativo". He is a professor at the Pontificia Universidad Católica del Perú, Universidad del Pacífico and Universidad Nacional Mayor de San Marcos, as well as a regular lecturer at important foreign universities. He is a member of the most important regulatory and public law associations, such as the Ibero-American Forum of Administrative Law (FIDA); the Ibero-American Association of Regulation (ASIER); and the Ibero-American Association of Energy Law (ASIDE). He is also a regular speaker at events organized by these associations.
Before joining CMS Grau he worked as Legal Advisor to the Senior Management of the Ministry of Energy and Mines.
Currently he also teaches at the Pontificia Universidad Católica del Perú, Universidad del Pacífico and in the Training Course for Arbitrators organized by the Universidad ESAN and the Organismo Supervisor de Contrataciones del Estado - OSCE.
