Paweł Ura, a Polish-qualified advocate and a solicitor in England and Wales, is a senior associate in the Energy and Infrastructure Practice at CMS Poland.

Paweł specialises in the acquisition, development, and financing of large energy and infrastructure projects, both in Poland and internationally. He regularly advises sponsors, lenders, employers, and contractors.

He is skilled in structuring optimal organisational and legal frameworks, preparing tender documentation, and drafting and negotiating sophisticated commercial agreements. His experience spans EPC/construction, supply, offtake, joint venture, O&M, and licence agreements involving international counterparties.

Paweł provides comprehensive regulatory advice, with a particular focus on nuclear energy, renewable energy, hydrogen, and capacity markets under Polish and EU law. He has prepared several legal opinions and memoranda identifying key opportunities and risks. He also advises on matters of public procurement and state aid.

In addition, Paweł has extensive experience in M&A transactions and legal due diligence, particularly in relation to wind farms, solar photovoltaic installations, and battery energy storage systems (BESS). He was actively involved in drafting and negotiating transaction documents, including share purchase agreements (SPA) and asset transfer agreements (ATA).

Paweł’s dual qualification as a solicitor in England and Wales significantly enhances his ability to manage legal matters across multiple jurisdictions. He is currently pursuing higher rights of audience, which, once obtained, will entitle him to represent clients in the High Court, the Court of Appeal, and the Supreme Court of the United Kingdom.

Beyond his legal practice, he recently graduated from the 30 Under 30 Programme organised by the American Chamber of Commerce, which recognises emerging market leaders.
