Successful public private partnership project
CMS Hasche Sigle has advised the Brandenburg Department of Real Estate and Construction on the tender for and negotiations on a public private partnership project (PPP) for the Brandenburg Ministry of Finance. The project is for the new Ministry building including 285 parking spaces. A tender was invited for planning, construction, 30-year operation and financing of the project. It is the State of Brandenburg's first PPP project.
On 26 May 2008 the contract was awarded to Züblin Development GmbH. Together with its construction partner Ed. Züblin AG, Züblin Development GmbH will complete the building in 21 months. After completion it will then operate the property with its partners Niersberger Gebäudemanagement GmbH & Co. KG and Facility Management Nord GmbH for a period of 30 years. Maintenance and parts of facility management will be outsourced to a private operator. Once the building has been completed the State of Brandenburg will pay fixed annual / quarterly amounts for operating and financing the investment.
