Contract for motorway project in Thuringia (A 4 motorway project) to private operator- CMS Hasche Sigle advises on PPP procedure

CMS Hasche Sigle has advised the Federal Ministry for Transport, Construction and Urban Development (BMVBS) and road construction company Deutsche Einheit Fernstraßenplanungs- und –bau GmbH as part of a multidisciplinary advisory team on awarding the pilot project of the operating models "Hörselberge bypass". The section of the A4 motorway from the border between Hesse/Thuringia (around 45 km) up to and including the Gotha junction will be expanded and maintained for 30 years by the Franco-German operating consortium consisting of Hochtief PPP and VINCI Concessions (concession to start on 15 October 2007).

The Franco-German Hochtief/Vinci consortium was selected through a structured negotiating procedure which was developed with the support of the advisory team. The consortium consists of Hochtief PPP (Germany) and Vinci Concessions (France).

The project for the A 4 motorway in Thuringia is the second PPP project to be awarded for German motorways. In May of this year the concession was awarded for the pilot project for the section of the A 8 motorway Augsburg – Munich. The tender procedures for two further pilot projects for the A 1 motorway in Lower Saxony (Bremen intersection – Buchholz interchange) and the A 5 in Baden-Württemberg (Malsch – Offenburg) are still ongoing. The advisory team is also involved in these projects.
