Successful public private partnership project: CMS Hasche Sigle advises administrative district of Oberspreewald-Lausitz

Berlin – The administrative district of Oberspreewald-Lausitz has awarded the contract for construction of the "SeeCampus Niederlausitz" school complex. This public private partnership (PPP) project covers planning, construction of the school buildings and all the outdoor sports facilities, plus financing and operating the complex for a 30-year period.

A team led by partner Andreas J. Roquette advised the Oberspreewald-Lausitz authorities on all aspects of the project award and on the contract negotiations through to appointment of the contractor for the PPP school project.

PPP-SeeCampus Niederlausitz GmbH, which was formed by Hermann Kirchner Projektgesellschaft mbH specifically to handle this PPP project, was awarded the contract at the end of July following a tender procedure. In conjunction with construction partner Ed. Züblin AG, the company plans to finish work on the multi-school complex in just 11 months. PPP-SeeCampus Niederlausitz GmbH, together with DYWIDAG-Service GmbH, will then take over operation of the complex for up to 30 years. Maintenance and facility management are important elements of the contract signed with the private operator. Exceptionally energy-saving design in accordance with the Passive House standard is a key feature of the project, along with innovative and efficient building management.
