Céline Cloché-Dubois joined CMS Francis Lefebvre in 2003 and she was coopted Partner in 2020 in the Public & Property Law Department. She works in the following areas: urban planning and development law, environmental law and renewal energy law for businesses, property professionals, banks, investment funds, etc.

A member of the Wind Energy Commission’s Regulatory Department and of SOLER within the Renewable Energies Board, she monitors legal developments in the renewable energies sector and the practical problems encountered by professionals in that sector.

Her regular clients include property professionals and businesses, and she advises them on a wide range of projects (offices, housing, warehouses, manufacturing, shopping facilities). Her involvement can include the feasibility of a project from the point of view of urban planning regulations, environmental issues (such as may be present, for example, in the case of former industrial sites), the auditing of urban planning authorisation applications and other necessary administrative authorisations (ICPE (Installations Classées pour la Protection de l'Environnement [Facilities Classified for Environmental Protection]), Water Act, land clearance, etc.), the estimation of taxes and investment generated by urban planning authorisations, etc. To do this, she is in constant touch with the authorities and regularly participates in meetings organised by GRIDAUH (a group for research into the institutions and law on development, urban planning and housing) and SERDEAUT (research group on the law of the environment, development, urban planning and tourism, based at the University of Paris I - Panthéon Sorbonne).
