Further to resolutions of the Gambling Commission of Turismo de Portugal, I.P., dated 19 December 2025 and 2 January 2026, draft amendments were approved to Regulation no. 828/2015 (execution rules for online gaming machines) and to Regulation no. 903-A/2015 (execution rules for fixed-odds online sports betting).
These projects fall under the Online Gambling and Betting Legal Regime (RJO) and aim to update and clarify rules in line with market developments and to ensure uniform application across operators.
Key changes — Online gaming machines (Regulation no. 828/2015)
The draft introduces and regulates new functionalities in online gaming machines—namely, “bonus buy” and “bet boost”—while reinforcing responsible gambling safeguards. Definitions are added to Rule 3, ensuring players can always opt out, and new Rules 9-A and 9-B set operational and player-protection requirements, including: per-spin caps (up to 4x minimum stake or 4x the selected stake), a maximum of two bonus buys per session with express confirmation, and for bet boost, a 50% cap over the base stake, applicable only to bets capped at €10, activatable in up to four consecutive spins, with clear display of probability and stake effects.

Key changes — Fixed-odds online sports betting (Regulation no. 903-A/2015)
The draft aims to allow new bet types and functionalities, clarify rules, and harmonise, on a cross-operator basis, certain specific rules already approved for some operators. It updates definitions and includes “personalised (bet builder)” bets and “cash out,” systematising bet types (single, multiple, combined, personalised) and the corresponding odds and prize regimes.
Additional rules are introduced for odds calculation in combined and multiple bets (8-A, 9-B), particularities of personalised bets (9-A), prize determination (10-A), the timing at which bets are deemed established and the availability of cash out (17-A, 17-B), and the handling of partial cancellations (21-A). Certain rules are revoked, the Annex is republished, and entry into force is set for the day following publication.
