Gonçalo Guerra Tavares is a Partner in the Public Law team and is part of the ESG Task Force.

With over 30 years of experience in public law, his main areas of focus are public procurement, construction and infrastructure projects, urban planning, administrative litigation, and arbitration.

He has published several books on public procurement and administrative contracts and participates as a speaker in several conferences and seminars on public procurement.

Gonçalo has been individually ranked for Public Law, in Chambers Europe for the past 17 years and he is recommended for Public Law by Legal 500, 2025. Moreover, he is recognised for Administrative Law, Construction Law, and Public Law, by Best Lawyers for the past years.
