Luís Miguel Romão is a Partner and Head of the Antitrust, Competition & Trade team, as well as a member of the ESG Task Force.
With over 25 years of experience in Competition and EU law, Luís has a distinguished track record advising on complex investigations, proceedings, and litigation before the Portuguese Competition Authority (AdC) and EU institutions (European Commission and EU Courts), frequently involving strategic engagement with authorities and high-stakes enforcement risk.
His practice focuses on abuse of dominant position, restrictive and exclusionary practices, cartels, State aid, merger control, distribution systems, and the design and implementation of antitrust compliance programmes, as well as competition litigation and judicial review of administrative decisions.
Luís covers a wide range of industries, including TMC, transportation, food & beverages, healthcare, energy, and financial services.
His prior experiences include Siemens Portugal and PLMJ, where he trained and worked for over 15 years with Prof. José Luís da Cruz Vilaça, former Advocate-General and Judge at the CJEU and the First President of the then Court of First Instance, now European General Court.
Luís has been ranked for Competition & EU Law by Chambers Europe for over 15 years and is recognised as a Leading Partner by Legal 500, 2026. He is also recognised by Best Lawyers since 2020, ranked Recommended by WWL, and recommended by GCR 100 2026.
Luís joined CMS Portugal in 2014.
