Dóra is a partner and CEE Managing Director at CMS and Co-Head of the Technology, Media and Communications Group (TMC). She also heads the TMC, Data Protection and Intellectual property (IP) practices, and is a partner in the Antitrust, Competition and Trade practice in the Budapest office.

She is expert in all three sectors of TMC (Technology, Media and Communications) with a special focus on communications, media and all types of regulatory matters, having been general counsel for the largest telecommunications provider in the region. 

Her major clients are TMT and pharma companies, foreign-owned commercial banks, and major joint ventures. Her areas of specialisation include AI, digital infrastructure, cybersecurity, data protection, GDPR, competition law, IP law, general commercial contracts, corporate restructuring and M&A. 

She has established and leads our managed legal services delivery centre from Budapest. As part of this project, a team including UK, German, Italian, Spanish, US, and PRC lawyers provided support to a company, undertaking and managing its procurement support on a global scale. In addition, she has in-depth experience managing and coordinating multi-jurisdictional projects in over 20 countries.

Dóra is the Co-Chairman of the Regulatory & Ethics Committee of the Hungarian AI Coalition. She is also a member of the Digital Civil Code Review Working Group, being the only outside counsel in the team. She is the first and only lawyer to be a member of the co-regulatory committee between the local telecommunications’ regulatory authority and the Association of Hungarian Content Providers. Dóra is a member of the International Board at Global Telecom Women's Network (GTWN). She is also a member of the Board of Directors of UNICEF Hungary. 

Dóra is the co-author of a number of sector specific publications and is a regular speaker at key international conferences, including the World Economic Forum (Davos), the Mobile World Congress and ECTA.

  • Microsoft on a wide array of commercial matters, including commercial agreements, strategic projects, TMC regulatory, data protection, intellectual property and compliance.
  • CEE Equity Partners on a high value transaction involving the sale of 100% of the Fund’s indirect shareholding in Invitech ICT Services Kft., the second largest telecommunications network in the country, including five server parks/data centres.
  • Magyar Telekom (a Deutsche Telekom subsidiary) on energy, e-health, and other new technology projects as well as the launch of bundled offers. Dóra also advised on programme distribution agreements, OTT services, licence agreements for VoD services in various platforms, and agreements for ancillary services (EPG, catch-up, NPVR, etc.).

Dóra is a partner and CEE Managing Director at CMS. She co-heads the Commercial practice and heads the Life Sciences & Healthcare practices in the Budapest office.

She advises major pharmaceutical, biotechnological and medical device manufacturers at national and European levels on the full range of issues from general pharma law to representing clients before the relevant authorities. Dóra is a leading eHealth expert; she has worked on a number of eHealth projects and currently advises telecommunications and healthcare companies on their projects.

Her major clients are TMT and pharma companies, foreign-owned commercial banks, and major joint ventures. Her areas of specialisation include pharma regulatory, AI, cybersecurity, competition law, IP law, public procurement matters, general commercial contracts, corporate restructuring, and M&A.   • Johnson & Johnson on various regulatory, competition, public procurement, employment, corporate, data protection and tax law questions on a daily basis to its Consumer Healthcare, the Medical Devices & Diagnostics and the Visioncare divisions. Advised on the placement of medical devices at hospitals, interactions with health care professionals, distribution, marketing and advertisement of OTC products and wholesale distribution agreements. Advised in numerous consumer complaints and represented the client in several litigation cases including employment, and product liability cases. Assisted in CEE wide projects with respect to breast implants and other projects affecting more jurisdictions.
  • Eli Lilly on drafting template and individual agreements on promotional activities and on the donation of pharmaceutical products to hospitals. Providing regular advice to Lilly on its promotional activities regarding medicinal products.
  • Roche on day-to-day basis for the diagnostics branch in all kinds of commercial work, including various tender procedures, legal advice on the interaction with health care professionals, and reviewing various promotional and distribution agreements.
  • Becton Dickinson on a day-to-day basis as well as in the establishment of their new product facilities. Advised the client on the reimbursement of medical aids in Hungary and the decision of OEP with respect to the reimbursement of Becton Dickinson’s products.
  • Cord Blood on general commercial issues as well as on competition protection and consumer protection cases.
  • Coronna International on a clinical trial conducted in 6 CEE countries. The advice included an analysis on the regulatory issues of the proposed trial, review of the applicable data privacy requirements, localising the related contractual structure and day-to-day advice in respect of the authorisation process.
  • Magyar Telekom on an eHealth project, support in launching a doctor-patient communication portal, enabling continuous advice for registered users with chronic conditions. Assisting pharmaceutical companies in the negotiations of agreements on the participation in telecare services.
  • A major health care company on various pharmaceutical law queries, such as promotional activities, payment of the sales representative tax. Providing legal advice on centralized public procurement procedure; on the subsidizing their products in Hungary, and advising on a major dominance case, where we have successfully managed to close an investigation with the lack of wrongdoing in a record-breaking speed e.g. within 3 months from launching the case.
  • An Italian pharmaceuticals company on an M&A transaction and represented the seller, where European private equity firm, Cinven, acquired the majority stake in the company, a German headquartered provider of human and veterinary laboratory services and environmental analysis across Europe.

Dóra is a partner and CEE managing director at CMS and Co-Head of the Technology, Media and Communications Group (TMC). She also heads the TMC, Data Protection and Intellectual property (IP) practices, and is a partner in the Antitrust, Competition and Trade practice in the Budapest office.

She advises clients on all types of competition law matters, including antitrust cases, investigations into abuses of a dominant position and cases of misleading consumers, as well as representation in sectorial review proceedings, reviewing current practices, general terms and conditions, preparing compliance audit reports and providing compliance training. Her major clients are TMT and pharma companies, foreign-owned commercial banks, and major joint ventures. Her areas of specialisation include AI, cybersecurity, competition law, IP law, public procurement matters, general commercial contracts, corporate restructuring, and M&A.

  • A global leader in medical devices and medical technology, before the Hungarian Competition Office in a cartel investigation into alleged bid-rigging in public procurement tenders in the healthcare sector.
  • A leading beverages producer on a sector inquiry initiated by the Hungarian Competition Office (HCA) into the beverage procurement practices of domestic restaurants, pubs, and catering units. We assisted the largest player in the segment in this inquiry by conducting market analyses and drafting submissions to the HCA in response to information requests.
  • Viagogo in a competition investigation initiated by the Hungarian Competition Office relating to an alleged infringement of the prohibition of unfair commercial practices regarding consumers.
  • The Hungarian subsidiary of a pioneering technology leader on an investigation regarding alleged concerted practices between undertakings active on the Hungarian market of the planning and construction of electric utilities and other electric networks since 2017. The HCA suspects that the market players were conducting consultations in the framework of which they coordinated their conduct in tenders. 
  • Johnson & Johnson on competition law matters, including reviewing distribution and cooperation agreements, rebate schemes, advertising materials and regularly holding training seminars for the firm’s management and sales staff.
  • RTL Group (Bertelsmann group)
    o on a sector inquiry reviewing the television broadcasting market (digital and analogue), setting up a response team consisting of technical experts, marketing professionals and legal advisers to make in-depth comments to the initial report of the HCO;
    o on a competition compliance audit focusing on their sales structure and distribution agreements;
    o on the acquisition and the relating merger clearance of seven broadcasting channels, which is a unique, standalone acquisition in the TMC sector in the country.
  • Magyar Telekom (subsidiary of Deutsche Telekom) on several competition matters, including a consumer protection case, the introduction of competition compliance for its internet of cable businesses, and training on the above.
