Dóra is a partner and CEE Managing Director at CMS. She co-heads the Commercial practice and heads the Technology, Media, Telecommunications (TMT) and the Data Protection practices in the Budapest office.

Her major clients are TMT and pharma companies, foreign-owned commercial banks, and major joint ventures. Her areas of specialisation include AI, cybersecurity, data protection, GDPR, competition law, IP law, public procurement matters, general commercial contracts, corporate restructuring and M&A. 

Dóra is the Co-Chairman of the Regulatory & Ethics Committee of the Hungarian AI Coalition and leads in formulating the response of the Hungarian AI Coalition to the EU consultation request regarding the EU White Paper on Artificial Intelligence, a European Approach to Excellence and Trust. She is also a member of the Hungarian Council of Copyright Experts and a member of the Digital Civil Code Review Working Group, being the only outside counsel in the team. Dóra is also the first and only lawyer to be a member of the co-regulatory committee between the local telecommunications’ regulatory authority and the Association of Hungarian Content Providers. She is also a member of the supervisory committee of UNICEF.

Dóra is the co-author of the CMS publications: Digital Horizons - a series of reports exploring CEE’s  digital future and The Cybersecurity Challenge in Central and Eastern Europe, and is a regular speaker at key international conferences, including the World Economic Forum (Davos), the Mobile World Congress and ECTA.

  • Microsoft on a full range of legal matters. Significant works include: liaising with the data protection authority regarding the practical side of Safe Harbor adherence and call centre operation; various regulatory matters, such as the profiling requirements under the draft EU Data Protection Regulation, permitted use of social media videos, and government surveillance rights; software use audit; assessing the feasibility of cloud services, preparing various template agreements (privacy, cloud, used software), localising a CEE public procurement training deck and a client facing marketing guidance; and the ECJ's "right to be forgotten" judgement.
  • Magyar Telekom (a Deutsche Telekom subsidiary) on energy, e-health, mobile payment projects and launch of bundled offers on a daily basis for Magyar Telekom, for the Group Strategy and Business Development Unit. Competition legal representation in consumer disputes. Assistance in content sourcing e.g. conclusion of contracts with broadcasting companies for all three screens: TV (cable and IPTV), mobile and PC. Advised on a complex cooperation agreement with new outsourcer partner. 
  • Origo, the largest internet portal in Hungary (www.origo.hu), on their ongoing business, as well as their business development projects and assisting its two television broadcasting channels: Ozone and Life Network.
  • RTL Group (Bertelsmann group) on work relating to the core operation of the group in Hungary. These include among others:
    • the acquisition of M-RTL 7 broadcasting channels, which is a unique, standalone acquisition in the TMT sector in Hungary, Romania and Slovakia. Continuous competition and IP-related support for the group entities in Hungary, and advice on complex post-merger integration matters.
    • the so called advertising tax to be imposed on media companies introduced by the Hungarian Government, involving ongoing assistance with various questions as well as analysing of challenge options both locally and before international fora.
  • A&N Media on its strategic exit of leading online job and car portals as well as printing business across six CEE countries in 7 jurisdictions.
  • Liberty Global Europe on the acquisition of the 5th largest cable network provider by UPC Hungary.
  • UPC DTH on all legal issues since the launch of their services in Hungary. Apart from regulatory, compliance and administrative legal issues, we advised on consumer protection, tax authority and competition authority claims, which lead to a series of law suits in a local and European Union fora. We also continuously support UPC Hungary on a whole range of matters, including general commercial law, regulatory, advertising among others.
  • Samsung Electronics on day-to-day legal matters, including TMC regulatory, commercial law, contracting, employment law, privacy questions, review of sales structures, new business models and compliance assistance.

Competition

Dóra is a partner and CEE Managing Director at CMS. She co-heads the Commercial practice, and she is a partner in the Competition practice. 

She advises clients on all types of competition law matters, including antitrust cases, investigations into abuses of a dominant position and cases of misleading consumers, as well as representation in sectorial review proceedings, reviewing current practices, general terms and conditions, preparing compliance audit reports and providing compliance training. 

Her major clients are TMT and pharma companies, foreign-owned commercial banks, and major joint ventures. Her areas of specialisation include AI, cybersecurity, competition law, IP law, public procurement matters, general commercial contracts, corporate restructuring, and M&A. Before joining CMS, Dóra spent over a decade in-house at the largest TMT company in the region.

Dóra is the Co-Chairman of the Regulatory & Ethics Committee of the Hungarian AI Coalition and leads in formulating the response of the Hungarian AI Coalition to the EU consultation request regarding the EU White Paper on Artificial Intelligence, a European Approach to Excellence and Trust. She is a member of the Digital Civil Code Review Working Group, being the only outside counsel in the team. She is also a member of the supervisory committee of UNICEF.

  • Johnson & Johnson on various regulatory, competition, public procurement, employment, corporate, data protection and tax law questions on a daily basis to its Consumer Healthcare, the Medical Devices & Diagnostics and the Visioncare divisions. Advised on the placement of medical devices at hospitals, interactions with health care professionals, distribution, marketing and advertisement of OTC products and wholesale distribution agreements. Advised in numerous consumer complaints and represented the client in several litigation cases including employment, and product liability cases. Assisted in CEE wide projects with respect to breast implants and other projects affecting more jurisdictions.
  • Eli Lilly on drafting template and individual agreements on promotional activities and on the donation of pharmaceutical products to hospitals. Providing regular advice to Lilly on its promotional activities regarding medicinal products.
