Robert Keisler is a lawyer and partner at CMS Reich‑Rohrwig Hainz Rechtsanwälte GmbH, where he plays a leading role in the Public Law & Regulatory practice. With more than 20 years of experience at CMS, he is regarded as a distinguished expert in public law, public service law, and public procurement law.

His areas of specialization within public law include trade law, industrial plant law, waste management law, and environmental law, as well as proceedings before regulatory authorities. In the field of public service law, he advises and represents public bodies and authorities. In public procurement law, he acts for both contracting authorities and bidders in complex procurement procedures. A central pillar of his practice is representing clients before the administrative courts, the Supreme Administrative Court, and the Constitutional Court in the relevant areas of law. He also has particular expertise in the fields of freedom of information and media transparency.

Robert Keisler is the author of numerous specialist publications. His most significant current work is the WEKA publication “Informations‑ und Geheimhaltungspflichten” (“Information and Confidentiality Obligations”), for which he serves as editor and author, providing a comprehensive analysis of the Freedom of Information Act and related areas of law. As a co‑author, he regularly contributes to the Yearbook of State Aid Law and is one of the authors of the “Handbuch Vergaberecht,” published by Manz.

He regularly conducts seminars, lectures, and training sessions in cooperation with renowned institutions. His speaking activities focus on current developments in public law, including the Freedom of Information Act, public procurement law, and regulatory matters.
