A CMS Hasche Sigle team is part of the advisory group that developed the building contract award procedure and provided advice on behalf of the Federal Ministry of Transport for the operating model of the A 5 motorway. The advisory group conducted the complete award procedure as well as the contractual negotiations until the contract was awarded. The CMS team was led by partner Dr. Christian Scherer-Leydecker.
The consortium Hochtief / Vinci / Reif / Kirchhoff was selected for the extension, operation
and maintenance of the 59.8 kilometre section between Malsch, Baden-Baden and Offenburg
(Baden-Württemberg). It is planned to extend the A 5 to a six lane motorway by autumn 2014. The
motorway will remain open throughout the construction period. There are, inter alia, 99 engineering
projects – including 58 bridges that will be newly constructed or rebuilt. The concession begins in
April 2009 and ends after 30 years. The operator will receive a portion of the truck tolls for the
section for refinancing.
The A 5 motorway project is the fourth Public-Private-Partnership (PPP) for federal motorways
that CMS Hasche Sigle has provided advice on. The Federal Ministry of Transport has announced
further projects to be awarded under the A-Model. The tender notice for the A 8 motorway project
Ulm-Augsburg was announced on 29 January 2009.
