BIS: The universe of supervisory mandates - total eclipse of the core?

This BIS working paper considers supervisory mandates in 27 jurisdictions and looks at how banking supervisors interpret and navigate the responsibility for fostering the safety and soundness of banks and the banking system alongside their other key objectives. It raises concerns that some of these mandates may conflict with, or pert scarce supervisory resources away from, the core function.
