Duarte Lebre de Freitas is a Counsel in the Public Law team.

With over 20 years' experience, he specializes in public law, with a special focus on public procurement, namely public service concessions, urban planning, on the establishment and operation of public professional associations and public employment, advising both public administration entities and individuals in their relationship with public entities.

He is also well-versed in Administrative Litigation, representing public entities and private individuals, particularly in the field of public procurement, sanctions law, media regulation, as well as the airport sector and expropriations.

Duarte is recommended for Public Law, by Legal 500, 2025 and recognised for Public Law, by Best Lawyers for the past years.

Joined CMS Portugal in 2003.
