Canal del Dique - Public Bidding for the second fluvial project of the Fifth Generation (5G) of Concessions in Colombia

On March 25, 2022, the National Infrastructure Agency (Agencia Nacional de Infraestructura - ANI) published the final documents (tender documents) of the bidding process called Canal del Dique for the award of the second fluvial project of the 5G concessions in Colombia.

The purpose of the bid is to award a concession agreement under the PPP scheme to restore the ecosystems, and the navigability in the Canal del Dique.

This PPP seeks to (i) maintain control of sediment transit between the canal and the bays of Cartagena and Barbacoas; (ii) mitigate the risk of flooding by controlling water levels in the canal, as well as guaranteed access to drinking water for riverside communities; (iii) improve the marsh-to-marsh and marsh-to-canal connections; and (iv) restore the ecosystems of the Corales del Rosario and San Bernardo National Natural Park. 

This Project will benefit more than 1.5 million inhabitants, in the communities of (i) eight (8) municipalities of the; (ii) ten (10) municipalities of Bolivar; and (iii) one (1) municipality of Sucre. This will protect an ecosystem that is essential for the conservation of species, and which benefits agricultural and fishing activities, the Corales del Rosario and San Bernardo National Natural Park, and the Bay of Cartagena.

Scope

The Project is 115.5 kilometers long and includes a system of locks (in the municipalities of Calamar and Puerto Badel) and gates (in the municipality of Calamar to prevent the entry of large amounts of sediments and uncontrolled increase of the flow into the system).

The works will be carried out in fourteen (14) functional units and one functional unit zero (unidad funcional cero) in which two activities will be carried out: (i) navigability and tuning, and (ii) operation and maintenance.

The estimated term of the works is sixty-nine (69) months -approximately six (6) years-, within which a pre-construction period of eighteen (18) months and fifty-one (51) months of construction is foreseen.

The term of the agreement is one hundred and eighty (180) months -fifteen (15) years-.

The Capex of the Project is 2.91 billion pesos (USD$763 M).

Schedule

The bidding process is expected to take place between March 25 and August 3, 2022, the most important dates being the following:

  • Issuance of the Resolution to Open the Public Bidding and publication of the definitive Bidding Terms and Conditions: March 25, 2022.
  • Closing of the Public Bidding: June 24, 2022
  • Public Award Hearing: August 3, 2022

Requirements for bidders

The Bidding Documents provide for compliance with two types of requirements: (i) Selection criteria (qualitative selection) and (ii) Contract award criteria.

The selection criteria include (i) corporate power, capacity and authority; (ii) investment specific experience; and (iii) financial standing.

In order to comply with the investment experience requirements, the accreditation of (i) one (1) infrastructure project whose financial closure´s value is of at least COP$703,052,000,000 (USD$185.013.684,21) or (ii) up to four (4) infrastructure projects whose added financial closure’s value is of at least COP$937,403,000,000 (USD$246.685.000), provided that at least one of the accredited financings has been of at least COP$468,701,000,000 (USD$123.342.368,42).

Regarding the contract award criteria, the following features award points (i) economic tender will award up to 800 points; (ii) local labor supply will award up to 90 points; (iii) support to the national industry and reciprocity will award up to 100 points; and (iv) employees with disabilities will award up to 10 points.
