Cloud-based registry solutions are at the heart of current considerations for modernising government data infrastructures. Against the backdrop of the German government's digital policy objectives and growing demands for sovereignty, data protection and efficiency, the question arises as to the conditions under which registry data can be operated in cloud environments in a legally compliant, secure and future-proof manner. The white paper ‘Register-as-a-Service’, jointly authored by CMS and Accenture, provides a structured answer to this question – legally sound, technically well thought-out and formulated in a practical manner.

Cloud-based registry solutions are key to modernising government data infrastructures. In view of the German government's digital policy goals and increasing demands on data protection, sovereignty and efficiency, the question arises: How can registers be operated in the cloud in a legally compliant, secure and future-proof manner?

The white paper ‘Register-as-a-Service’ by CMS and Accenture provides well-founded, practical answers to this question – legally precise and technically well thought-out.

The focus is on responsibilities, data trusteeship, encryption, API-first, separation of specialist procedures and data storage, and a clear division of roles between cloud providers, registry authorities and software partners – as the basis for a viable registry architecture.

This means

Cloud solutions for registry modernisation are possible – if we design them correctly.
