The European Commission has published new EU threshold values that will apply to all EU-regulated public procurements with effect from 1 January 2018.
The main thresholds are set out in the table below, all thresholds having risen moderately due to fluctuations in exchange rates over the previous two years.
| Supplies and services contracts | Social and other specified services contracts (“light touch regime”) | Works contracts | Works / services concession contracts | |
| Central Government departments and other listed contracting authorities | £118,133 (€144,000) | £615,278 (€750,000) | £4,551,413 (€5,548,000) | £4,551,413 (€5,548,000) |
| Other (sub-central) contracting authorities (e.g. local authorities) | £181,302 (€221,000) | |||
| Utilities | £363,424 (€443,000) |
These revised thresholds only apply to EU-regulated procurements. There has been no change to the below EU-threshold regimes that apply both in Scotland (under the Procurement Reform (Scotland) Act 2014 provisions) or in England, Wales and Northern Ireland under Part 4 of the Public Contracts Regulations 2015.
The Crown Commercial Service and Scottish Government have published policy notes setting out the detail of the changes: PPN 04/17; and SPPN 5/2017.
