Law No. 11/25, published in the Angolan Official Gazette on 2 October 2025, approves the General Regime of Public Funds in Angola and sets out a unified legal framework for the creation, organisation, management, oversight, evaluation and termination of public funds. The statute strengthens core principles of efficiency, transparency and sustainability in the use of public resources.
The regime applies to all forms of public funds and requires that each fund be established by an act of the President of the Republic, supported by a justificatory report and technical, economic and financial viability studies.
The statute provides for two legal typologies, Account Funds and Personalized Funds (with legal personality, administrative, financial and patrimonial autonomy), and sets rules on capitalisation, investment policy, reporting duties, external audit and annual performance evaluation.
Among the changes introduced, it is noteworthy that Public Funds are no longer subject to the Audit Court’s (Tribunal de Contas) preventive review. Nonetheless, enhanced accountability remains in force, including submission of accounts to the Audit Court and the Head of the Executive (Titular do Poder Executivo), independent external audits and annual evaluations.
Law No. 11/25 entered into force on the date of its publication, 2 October 2025, and provides for a one‑year transitional period to align existing funds with the new framework.
