Transfer of the right to operate and manage 8 hotel units of IU and Bina hotel chain

Context

-          In July 2025, the Institute for the Management of State Assets and Holdings (“IGAPE”) launched a public tender, limited by prior qualification, for the concession of the right to operate and manage eight (8) hotel units from the IU and Bina hotel chains.

-          The hotel units are organized into separate lots, duly identified and grouped according to their operating conditions, as follows:

GROUP A – Complete building with furniture

§  Lot 1: Hotel IU Caxito - Torre A, located in Caxito, Bengo, with a concession period of 10 years and a base bidding amount of Kz 50,736,386.06.

§  Lot 2: Hotel IU Saurimo - Torre A, located in Saurimo, Lunda Sul, with a concession period of 10 years and a base bidding amount of Kz 67,991,833.00.

§  Lot 3: Hotel IU Uíge - Torre A, located in Uíge, with a concession period of 10 years and a base bidding amount of Kz 44,533,104.00.

Group B - Unfinished and unfurnished building

§  Lot 4: Hotel BINA Soyo (Aparthotel), located in Soyo, Zaire with a concession period of 12 years and a base bidding amount of Kz 57,377,327.00.

§  Lot 5: Hotel IU Soyo - Torre A, located in Soyo, Zaire, with a concession period of 12 years and a base bidding amount of  Kz 41,392,540.00.

§  Lot 6: Hotel IU Soyo - Torre B, located in Soyo, Zaire, with a concession period of 12 years and a base bidding amount of  Kz 41,392,540.00.

§  Lot 7: Hotel IU Soyo - Torre C, located in Soyo, Zaire with a concession period of 12 years and a base bidding amount of Kz 41,392,540.00.

§  Lot 8: Hotel IU Tômbwa - Tower A, located in Tômbwa, Namibe, municipality of Tômbwa, with a concession period of 12 years and a base bidding amount of Kz 45,428,276.36.

Tender

-          The award will be made through a Tender Limited by Prior Qualification and by entering into a Concession Agreement for the Right to Operate and Manage the Hotel Units.

-          The Tender is open to national and foreign entities.

-          An option to purchase the hotel units is granted.

-          The award is subject to the payment of a security deposit equal to 15% of the purchase option value, to be made within a maximum of 10 days from the date of notification of the award.

-          The award criteria will be based on the highest bid for the annual fixed rent.

-          Applications must be submitted by 3pm on 28 July 2025.
