Agência Nacional de Petróleo e Gás ("ANPG"), the Angolan oil sector National Concessionaire, has published the lists of goods and services encompassed by the exclusivity and preferential regimes. A new registration form for oil producers has also been made available, with relevant novelties.

The publication of the lists and registration form follows the enactment of Presidential Decree 271/20, of 20 October 2020 (the “Local Content Regulations”), and ensures its full effectiveness within Angola.

New Goods and Services Lists

Goods and services covered by the exclusivity regime can only be offered in Angola by Angolan nationals or companies entirely owned by Angolan capital ("Angolan Suppliers"). Under the preferential regime, companies acquiring goods and services encompassed by this regime are obligated to give preference to Angolan Suppliers over foreign entities. These regimes were established under the Local Content Regulations.

New Registration Form

A new registration form for intended suppliers has also been made available by the ANPG. Entities wishing to become suppliers in the oil sector are required to fill out this form and submit it along with the additional documentation identified therein, such as a local content development plan and a human resources development plan.

One of the main novelties of this new form is the fact that applicants are now required to have a number of documentation pertaining to ESG matters, such as, notably, an Ethics Code, a Compliance Policy and Anti-Bribery and Corruption and Anti-Money Laundering Polices.

Additionally, relevant financial information concerning the applicant must be included in the form, such as operation revenues, net income and total assets.
