Sale of China International Fund (CIF) assets

CIF

CIF (China International Fund) is a Chinese business group that has been present in Angola since 2004 and operates in various sectors, including energy, industry and construction.


Context

In January 2025, the Institute for the Management of State Assets and Holdings ("IGAPE") launched the tender for the privatisation, by sale, of a brewery (CIF Lowenda), the Vehicle Assembly Plant (CIF CSG Automóveis), as well as the Cement Factory (CIF Cement) and Logistics Centre (CIF Logística), under the Privatisation Programme ("PROPRIV").

The targets of the sale are the following:

  1. Brewery, located in the province of Icolo e Bengo, with a minimum bid value of Kz 23,435,408,640.00 (twenty-three thousand, four hundred and thirty-five million, four hundred and eight thousand, six hundred and forty kwanzas).
     
  2. Vehicle Assembly Plant, located in the Special Economic Zone, with a minimum bid value of Kz 10,324,008,172.80 (ten thousand, three hundred and twenty-four million, eight thousand, one hundred and seventy-two kwanzas and eighty cents).
     
  3. Cement Factory and Logistics Centre, located in the province of Icolo e Bengo, together for a minimum bid of Kz 68,362,808,457.60 (sixty-eight thousand, three hundred and sixty-two million, eight hundred and eight thousand, four hundred and fifty-seven kwanzas and sixty cents).
     

Tender

  • The award will be made through a Public Tender Limited by Pre-Qualification.
  • The tender is open to both national and foreign entities.
  • The sale is subject to the payment of a security equal to 10 % of the value of the award, within a maximum of 10 days from the date of notification of the award.
  • The award will be to the highest bidder.
