Creation of the Public-Private Partnership Project Preparation Mechanism

Executive Decree No. 742/25 was published in the Angolan Official Gazette (Diário da República) on 23 December 2025 and establishes the Public-Private Partnership Project Preparation Mechanism (“MPP”).

The MPP is a specialized technical unit, with functional and operational autonomy, under the supervision of the Ministry of Planning, designed to support the preparation, evaluation, structuring, and contracting of Public-Private Partnership (“PPP”) projects in Angola.

The creation of the MPP stems from the Financing Agreement for the Economic Diversification and Job Creation Acceleration Project concluded with the World Bank.

The MPP is coordinated by the Minister of Planning through the National Director for PPPs, and its objectives include ensuring project quality and legal compliance, mobilizing and managing financial resources for preparatory studies, institutional capacity building and knowledge transfer, mitigation of fiscal and contractual risks, and the adoption of transparency and good governance standards.

In line with the above purposes, PPP projects shall be submitted through a digital platform which will ensure interoperability between stakeholders, document management, sequential monitoring of stages, and supervision of processes.

Executive Decree No. 742/25 entered into force on the date of its publication, 23 December 2025.
