Gigliana is an Associate Director for the Infrastructure & Projects, Public Procurement and Telecommunications practice areas in the Firm.
She is a lawyer from Católica Andrés Bello University (Cum Laude Juris Doctor), admitted to practice in Colombia and Venezuela. She holds an LLM in telecommunications law from Carlos III University of Madrid (2003); an LLM in economics and regulation of public utilities from Barcelona University (2001) and a specialization in constitutional law from the Constitutional and Politics Center of Madrid (2002).
Gigliana has more than 20 years of experience in public law, infrastructure, and projects, PPP projects (PPP/PFI), public procurement, transportation, TMT, science, technology, and innovation. Since 2009, she has practiced in Colombia and her previous experience was acquired in Venezuela, Spain and Belgium.
In Colombia, Gigliana has participated in the structuring of important infrastructure projects (roads, airports, rivers, BRT, railways, waterways, libraries and museums); and has accompanied private clients in the design of private initiatives.
