On April 30, the District Development Plan for the period 2024-2028 ("PDD 2024-2028" for its acronym in Spanish), which will constitute the roadmap for the next four years of Mayor Carlos Fernando Galán's administration, will be presented to the Bogotá City Council.
The PDD 2024-2028 draft, which was published a few days ago, sets out strategic priorities that will be developed on the basis of general programs and will be materialized in the form of concrete projects. For the development of the programs, regarding infrastructure, the District Administration proposes continuing with projects from previous administrations and the development of new projects in various sectors.
The following is a summary of some of the most visible infrastructure projects of the current District Administration for the next four years.
District Prison Project
As part of the "Justice-Centred Services" program, the District administration will launch the second phase of the District Prison project, aimed to strengthen the provision of justice services and assistance to the imprisoned population.
The District Prison project is preceded by Agreement 1127 of 2021 entered into with the Ministry of Justice and Law, INPEC (by its acronym in Spanish) and USPEC (by its acronym in Spanish). In 2023, as part of the obligations undertaken in the aforementioned Agreement, the District received a property in the surroundings of "La Picota" prison, for the construction of the District Prison project.
Bogotá Science and Technology Campus
As a continuation of the previous administration's efforts, under the "Science, Technology and Innovation Program", the District will promote the development and consolidation of the project for the construction of the Science and Technology Campus (CTIB by its acronym in Spanish).
In December 2023, the Secretariat of Economic Development, the District Agency for Higher Education, Science and Technology (Atenea by its acronym in Spanish), and the Bogota Chamber of Commerce (CCB by its acronym in Spanish) signed an agreement for the construction of the first part of the CTIB, which will be financed by the District, the CCB, SENA and family compensation funds, for approximately 500,000 million pesos.
The CTIB will seek to promote and facilitate interaction between different actors in the public and private sectors to promote science, technology and innovation in Bogota, and will function as a center for knowledge transfer and training.
According to the schedule presented in the PDD 2024-2028, the construction of the CTBI will be carried out between the first quarter of 2025 and the fourth quarter of 2027.
Seventh Avenue Public Transportation Corridor
The District Administration, under the “Sustainable Mobility” program, is planning to design and build a high-capacity public transportation corridor on the Seventh Avenue in Bogotá, which will develop mobility infrastructure and link the different modes of transportation.
The current administration decided to suspend the bidding process for sections one and two of the "Seventh Avenue Green Corridor" project, since it will include modifications to the originally proposed project, making use in any case of the studies and inputs produced by the previous administration.
Bogota Subway: Lines 1, 2 and 3
Within the "Sustainable Mobility" program, the current District Administration has set the following milestones for the Bogotá Subway. In relation to the First Subway Line, it plans to achieve 100% execution of the pre-operational stage. The current administration has ratified its intention to continue with this project as contracted.
Among its goals and projects is the extension of the First Line of the Bogotá Subway to 100th Street, which, according to the PDD 2023-2024 schedule, would formally begin as a project in the third quarter of 2026.
Regarding the Second Subway Line, 20% of the project's life cycle will be reached, corresponding to the beginning of the concession contract, the contracting of the supervision and the beginning of construction.
Finally, regarding the Third Subway Line, the District Administration is planning to contract the feasibility studies, carry out the structuring and opening of the bidding process for this project. According to the schedule presented in the PDD 2024-2028, it is expected that the studies for the Third Subway Line will be contracted in 2027.
Other infrastructure projects expected for the next four years
In addition to the aforementioned projects that have been the most visible ones, other infrastructure projects to be developed by the District were defined in the bases and the draft PDD 2024-2028.
In terms of transportation, the construction of line 2 of the Potosí Cable, the structuring of the San Rafael Cable and the operational start-up of line 2 of the San Cristobal Cable are proposed. In addition, the structuring of 24 kilometers of public mass transit system routes and the design and contracting of the construction of the central station of the Transmilenio system are also contemplated.
Regarding social infrastructure, it is proposed to improve the quality and expansion of the educational offer through the construction/intervention of educational institutions (approximately 766 schools) and the opening and modernization of 21 existing hospital infrastructures.
In terms of telecommunications infrastructure, Bogota will work to close the digital breach through the implementation of programs that will promote the expansion of coverage, the supply of connectivity and incentives for the development and distribution of infrastructure and telecommunications networks, especially 5G.
