Feasibility study of the PPP Project "Second Line Tunnel"

As established in Law 1508 of 2012 (the "PPP Law"), public-private partnerships ("PPPs") in Colombia may be either public or private initiatives.

Public initiative PPPs follow the process determined in the PPP Law and the General Statute of Public Procurement. The contractors’ selection may use the prequalification system by public bids and the establishment of a limited group of bidders to participate in the selection process.

On the other hand, private initiative PPPs are those structured on behalf and at the risk of individuals for the provision of services, so that they are submitted to the competent entities for evaluation.

Private initiatives PPPs are a way of contributing to the development of infrastructure projects in which the public entity is associated with the private one, to facilitate their realization. In this type of initiative, it is the private party that invests in exchange for the right of economic exploitation of the infrastructure and/or service.

The megaproject for the Second Line Tunnel is a PPP of private initiative that is in the evaluation phase before the National Infrastructure Agency ("ANI"). The initiative was submitted by the China Harbour Engineering Company Colombia branch, the Chinese company awarded the Bogotá Metro project.

Stage/Phase

More than two (2) years ago, the structuring of the private initiative PPP began, through the presentation of the pre-feasibility studies that were approved by ANI. Subsequently, the structuring continued in the feasibility phase, which was delivered last June 1st to this entity. The project is currently in the evaluation phase by ANI.

ANI, through an external advisor, will verify, for a period of approximately six (6) to nine (9) months, whether the private initiative is indeed profitable and viable.

Based on the results of such verification, the National Planning Department (Departamento Nacional de Planeación), the Ministry of Transportation (Ministerio de Transporte), and the Ministry of Finance (Ministerio de Hacienda) will evaluate whether the project is profitable in the long term.

Relevant aspects

The project will have the following characteristics:

  1. Stretch: the Second Line Tunnel is parallel to the current one and would start in the Department of Tolima. The main beneficiary or target group will be the traffic going from Bogotá to Buenaventura. It would be located right where the current tunnel (first tunnel) starts, at Vermilion (Tolima), and would end at Americas (Quindio).
  2. Construction: the development and construction of the Second Line Tunnel will be a complex challenge. It is estimated to be executed in seventy-two (72) months. However, alternatives are being evaluated to develop it in record time.
  3. Benefits/Advantages: (i) it will be the longest tunnel in the country, with about eleven (11) kilometers; (ii) it would allow the reduction of journeys between five (45) and one (1) hour and forty; (iii) it would enable products from the interior to be much more competitive in the international market and could be, in that sense, even more, important than the first tunnel of the Line; (iv) and it would mainly benefit heavy trucks, which carry products from the interior to the Pacific basin, increasing the country's exports level.
