Frankfurt/Main – The Federal State of Hesse has awarded a major contract in the mid-triple-digit millions range involving a public private partnership (PPP), via its state agency for construction and real estate Landesbetrieb Bau und Immobilien Hessen (LBIH). The contract went to a HOCHTIEF project company.
The complex project comprises the refurbishment and expansion of the justice centre in Frankfurt am Main. The civil and criminal justice departments will move into the two new buildings in the Konstablerwache district, along with public prosecutors and judicial authorities. The new buildings will have a total gross floor area of 38,500 square metres. HOCHTIEF is due to complete the construction work by mid-2027 and will then manage the properties for 30 years, leasing them to the federal state. The project had a high political priority as part of a programme to fully modernise Hesse’s justice system. It will include implementing the very highest standards of security, while also upgrading the IT and communications systems to the latest technology. The new buildings will also meet very high sustainability requirements, e.g. by installing large-scale photovoltaic systems on the roof areas.
The PPP team from CMS headed by partners Dr Christian Scherer and Dr Jakob Steiff advised the Federal State of Hesse and LBIH extensively on the negotiated procedure, which was tendered throughout the EU. In addition to advising on procurement law issues, CMS was particularly involved in all aspects of designing and negotiating the contracts for the public private partnership.
