Thorsten Hemme is an IT law expert specialising in the drafting of all types of IT contracts, including software development, integration and implementation, cloud/SaaS, and other IT outsourcing agreements. His expertise is highly sought after in complex, large-scale IT projects, and he has extensive experience with the specific challenges of such undertakings, including the drafting and negotiation of tailor-made contracts.

His practice also includes advising on legal issues related to the use of AI and the commercialisation of data. Another area of focus is the legally compliant implementation of innovative online business models, for example in the development of contract and remuneration structures.

Thorsten’s clients include leading international online platform providers and other major digital companies. He also advises corporate groups in traditional industries on the digitalisation of their processes and the development and introduction of new digital products and solutions. This work particularly includes financial services providers, with a focus on insurance companies.

Thorsten Hemme has been with CMS since 2011 and was made partner in 2026.

  • Advising a major international German bank in connection with the introduction of an InsurTech solution, which required deep integration into the bank's existing IT infrastructure
  • Advising an international insurance group on a major software implementation project to replace the existing central system
  • Supporting a German insurance group with the introduction of a new central system into the existing IT landscape
  • Advising AXA Konzern AG on a joint venture with CompuGroup Medical (CGM) to create a digital solution for private health insurance companies via a secure cloud infrastructure
  • Advising an international provider of smart home applications on the introduction of new software solutions and system integration projects
  • Ongoing provision of advice for national and international software/IT services providers (including a provider of software solutions for payment processing at banks and a provider of a SaaS solution for wealth management), e.g. with regard to customer and cooperation agreements
  • Ongoing advice to eBay group and other international platform providers, including a leading international online travel agency platform
  • Ongoing advice to a major online payment service provider
