Draft revised guidance on air pollution standards for animal rendering plants has been published, tightening existing statutory advice on the regulation of animal rendering plant, focusing in particular on reducing offensive smells. Statutory guidance is issued to local authorities on air pollution control standards for animal rendering processes, under Part I of the Environmental Protection Act 1990, which states that such plant must be authorised and meet conditions aimed at minimising air pollution using the Best Available Techniques Not Entailing Excessive Cost. The existing guidance note gives prevention of offensive odour as only an aim. The draft revision states “all emissions should be free from offensive odour outside the site boundary, as perceived by the local enforcing authority inspector”, subject to extremely limited qualifications.
