Andrew Cooke is a Legal Director at CMS, in the TMIC practice. He brings a unique combination of legal, regulatory, policy and commercial expertise gained over nearly two decades at Microsoft, where he worked at the intersection of technology, law and public policy.
Andrew is an experienced technology transactions and complex commercial deal lawyer, having advised on strategic technology, cloud, outsourcing, and digital transformation projects across a broad range of industries throughout Europe, Asia-Pacific and the Americas. He has particular expertise working with regulated industries and public sector organisations, helping clients navigate complex legal, commercial, regulatory and operational challenges associated with the adoption of emerging technologies.
His practice focuses on technology regulation, digital infrastructure, cloud computing, cybersecurity, artificial intelligence, operational resilience and technology sovereignty. Drawing on extensive experience engaging with regulators, policymakers, customers and industry stakeholders, Andrew helps organisations anticipate regulatory change, understand emerging policy risks and develop practical strategies to address them.
At CMS, Andrew is building a multidisciplinary advisory practice that combines legal, regulatory, commercial and policy expertise to help clients navigate the increasingly complex intersection between technology, geopolitics and regulation. He is recognised for translating complex regulatory and policy developments into practical, business-focused advice for senior executives, boards and government stakeholders.
