Sima is a Senior Associate in the Infrastructure and Project Finance group. Sima has extensive experience in a variety of public private partnerships with a particular focus on PFI and PPP transactions. Sima regularly acts for the public and private sector in a variety of areas, including healthcare, waste, housing and energy.

Sima also advises clients on all aspects of their procurements, from project conception (for the public sector) or pre-qualification (for the private sector) to contract close. This includes producing and reviewing tender/contract documents and negotiating with bidders/the procuring body. She is experienced in a wide range of documents, including, project agreements, framework agreements, sub-contracts, parent company guarantees, interface agreements and deeds of variation. 

Her recent experience in the waste sector includes: long-term on-going advice to a major waste company in respect of the build and commissioning of its new waste facility; negotiating fuel supply agreements with off-takers, advising on deeds of variation to existing waste contracts; and providing advice on supervening events on closed projects.

  • Biffa Waste Services Limited on its bid to the Council in respect of a 25 year contract with West Sussex County Council.
  • Energy Services Agreement acting for a fund in relation to its Energy Service Agreement with Veolia.
  • District Heating and Cooling – acting for a property client in relation to a District Heating and Cooling Scheme with Citigen in the City of London. 
  • Corporation of London on the City of London heat network feasibility study. Provided regulation, procurement, financing structures and local authority powers for the delivery of strategic heat infrastructure, including the feasibility of using a network of subterranean tunnels to provide pipe routes to transmit heat to consumers.
  • Segro on the £49.25m sale of its shares in its utility business, Slough Heat and Power to Scottish and Southern Energy plc.
  • EcoCentroGen on a range of regulatory issues and the structuring and financing of low carbon schemes across the UK.
  • Quintain Estates & Development on the procurement of its tri-generation and multi-utility solution to the regeneration of the area around the Wembley Stadium.
  • London Development Agency on its pathfinder zero carbon scheme at Gallion’s Park in the Albert Basin.
  • Thanet Offshore Wind Farm on the energy aspects of its 300MW offshore wind farm development.
