AI demand is driving hyperscale growth

The proposed Cato Data Centre in Auchtertool, Fife, illustrates the scale: around 280,000 square metres in land, buildings reaching 35 metres in height, estimated, early phase annual energy usage of around 400 GWh, and potential use of 4000 GWh. At full capacity, this data centre would equal 7.7% of Scotland’s 2024 electricity generation.
Around 24 hyperscale data centre projects have been proposed across Scotland, including in Fife, Falkirk, Edinburgh, East Lothian, and the proposed Lanarkshire AI Growth Zone, which was designated so by the UK Government.
Community and political scrutiny is increasing
As the volume and scale of proposed developments are growing, so has the opposition.
Campaign groups, community councils, and residents have raised concerns about electricity demand and water consumption. Public opposition has been vocal as evident through various protests; in the Auchertool data centre example, campaigners travelled from Fife to the Scottish Parliament on 24 June 2026.
The pushback has also reached the Scottish Parliament. Patrick Harvie, leader of the Scottish Greens, warned of "a wave of hyperscale data centre applications that could have profound consequences for our energy system, our environment and our communities". He also criticised what he described as a "Big Tech land grab", and urged the Scottish Government to respond quickly to speculative applications.
What a moratorium could mean
No moratorium currently exists. However, the Scottish Government is "reviewing what action can be taken to help balance the rapid expansion of such centres with our national energy and climate goals – including a potential pause on applications".
The form of any intervention remains unclear. A moratorium may apply to projects without planning permission, while alternatives could include updated national planning guidance, revised consent procedures, or more stringent environmental requirements.
Speaking at First Minister's Questions, John Swinney indicated that planning issues around hyperscale data centres are being considered as a "matter of urgency", and questioned whether developments of this scale should be determined solely by local authorities.
What should investors and developers do now?
For now, the planning framework remains unchanged. Developers and investors should still monitor policy and developments closely, and prepare for possible delays, new requirements, or a pause on applications.
Stakeholders should review the planning status of current projects and identify what evidence, engagement and environmental commitments are likely to carry weight. Until government guidance becomes clearer, existing applications will provide the best indication of what may be acceptable.
Developers should also expect increasing scrutiny of electricity consumption, grid connections, renewable energy integration, and water usage.
