The Procurement Act changes regulated procurement in the energy, water and transport sectors.

Our sector-specific insights explain the new rules and how they impact the different sectors. 

The previous more flexible rules for utilities are now incorporated by way of exception into a new single regime covering all public sector procurement.

Companies operating in these sectors need to assess whether they are caught by the Act, and then identify the specific aspects of the new rules that apply to them and their procurement activity. They also need to get their heads around the new rules on “open” and “closed” frameworks and “dynamic markets”, as well as the new award procedures and transparency requirements.

Suppliers to the energy and utilities sectors also need to make themselves aware of the rules. This is important to ensure they do not miss contract opportunities, and also to ensure they give themselves the best chance of retaining and winning business.
