FCA: Rules and proposals to build up UK wholesale markets
FCA has set out a package of measures designed to help strengthen the UK’s capital markets and position as a top global financial centre. These measures include: final rules for a new option to pay for investment research (PS24/9), proposals for new rules on the new Public Offers and Admissions to Trading Regulations (POATRs) (CP24/12) which will replace the existing UK Prospectus Regulation; proposals on rules to support the new regulated activity of operating a public offer platform (CP24/13); and proposals for the derivatives trading obligations to help improve the regulation of secondary markets, reduce systemic risk and disruption to firms (CP24/14). Changes to the research rules, set out in PS24/9, will come into force on 1 August 2024. Comments can be made on CP24/12 and CP24/13 until 18 October 2024, and CP24/14 until 30 September 2024.
