Gambling laws in Cameroon

1. Is there a Gambling Act (or equivalent) in place?

Law n°2015/012 of 16 July 2015 lay down regulations governing entertainment game, money games and games of chances in Cameroon (the law).

Decree n°2019/2300/PM of July 18, 2019, laying down the modalities of application of Law n°2015/012 of 16 July 2015 to lay down regulations governing entertainment game, money games and games of chances in Cameroon (the Decree).

2. Is online gambling a regulated activity?

Yes. The operation of online games is subject to an authorization granted by the Minister in charge of gaming.

3. Who are the regulators?

The Minister in charge of gaming and its operator Gaming Regulatory Agency “Agence de regulation des jeux”.

4. Do laws set out a clear licensing framework for gambling (including licensing process, criteria, submission requirements, licensing conditions and ongoing compliance requirements)

Yes.

5. Is gambling regulation specific to:

No. The law is silent on this.

Yes.

6. Are there Data Protection laws in place?

There are no specific data protection laws in Cameroon.

However, specific sectors like the telecommunications and banking have specific data protection rules.

Law n°2010/012 of 21 December 2010 relating to cybersecurity and cybercrime.

Law n°2010/013 of 21 December 2010 governing electronic communications in Cameroon.

No.

7. Is there a Data Protection Regulator?

Telecom Regulatory Agency (ART).

National Agency for Information and Communication Technologies (ANTIC).

No.

The tax implication would depend on the reasons for the transfer.
