CMS advises Hynfra on Jordan's first green ammonia project

CMS has advised Hynfra, a Polish clean energy company, on the negotiation and execution of an investment agreement with the Government of Jordan for the Jordan Green Ammonia (JGA) project, Jordan's first large-scale green ammonia and hydrogen production facility. The agreement was signed at the Office of the Prime Minister of Jordan in the presence of H.E. Jafar Hassan, Prime Minister of Jordan.

The project, valued at over USD 1bn, will be developed by JGA, a joint venture of the Polish Hynfra group and Fidelity Group from the Middle East. Located in the port city of Aqaba, the facility will produce approximately 100,000 tons of green ammonia annually, using a 550 MW solar power installation and 500 MWh energy storage systems operating fully off grid.

The green ammonia produced at the JGA facility is expected to help decarbonise the fertiliser industry, maritime transport and other energy-intensive sectors. According to the investors, the project will reduce CO₂ emissions by over 200,000 tons per year compared to conventional ammonia production from natural gas. Financial close is planned for September 2027, with commercial operations expected to begin in November 2030.

The project represents a significant milestone in Jordan's strategy to become a regional green energy hub. Oriented primarily towards export markets in Europe and Asia, it aligns with growing EU demand for Renewable Fuels of Non-Biological Origin (RFNBO). Danish technology firm Topsoe is responsible for the FEED study and ModuLite™ ammonia synthesis technology.

CMS provided comprehensive legal advice on all issues relating to the development of the project. CMS will continue to support the project through subsequent stages of its development. CMS was supported by Khalifeh & Partners (K&P), a member of the CMS network, which advised on Jordanian law issues.

The transaction underscores CMS's commitment to supporting Polish entrepreneurs in expanding internationally and exporting Polish technology and production solutions to global markets.
