Law No. 6/25, of 23 July 2025 has been published in the Angolan Official Gazette (Diário da República) and introduces significant amendments to the General Electricity Law (Law No. 14-A/96, of 31 May), establishing a revised legal framework for the transmission of electricity in Angola.

This new law brings an end to the exclusive state monopoly previously held by RNT-E.P. (Rede Nacional de Transporte de Electricidade de Angola) in the electricity transmission sector. Going forward, private entities may participate in this sector under a public service concession regime — in alignment with the existing legal framework applicable to electricity production and distribution.

The amendment to the General Electricity Law aims to foster the expansion of the National Electricity Transmission Grid by opening the sector to new market participants. It also seeks to create the necessary conditions for the development of regional interconnections with neighbouring countries, within the broader context of international electricity trade.

Although it marks a decisive step towards the liberalisation of the electricity transmission sector, its effective implementation remains subject to the approval of specific secondary legislation. Such regulation will be essential to define the parameters and conditions of the new public service concession model.

The Law entered into force on 23 July 2025, the date of its publication in the Angolan Official Gazette (Diário da República).
