Permanent Employment Contracts Financial support for companies in hiring - Sustainable Employment Ordinance no. 39-A/2024

Since February 2nd, 2024, the system of access to support companies in the context of hiring employees through permanent employment contracts, created and regulated by Ordinance no. 38/2022, has changed and the companies must now, in order to be eligible, comply with a monthly base salary of at least twice the Social Support Index, i.e. EUR 1,018.52 (one thousand eighteen euros and fifty-two cents).

The above-mentioned financial support corresponds to 12 times the value of the Social Support Index and can be increased by between 25 % and 85 %.

We also point out that the possibility of benefiting from this support is excluded in situations where the employment contracts have been concluded:


•    With young people aged 35 or under, with qualifications at level 5, 6, 7 or 8 of the National Qualifications Framework, who can only benefit from financial support granted under the “AVANÇAR” Programme;


•    Between an employer or an entity belonging to the same business group and an unemployed person who was linked to it by an employment contract immediately before becoming unemployed, except when the unemployment situation occurred more than 12 months ago or when the employment contract was signed under the scheme for young people on school holidays;


•    With an unemployed person who has attended a traineeship funded by the Portuguese Institute for Employment and Vocational Training, at the same organisation or an organisation belonging to the same business group in the previous 12 months.
