International Paper is a global paper and forest products company that produces paper, pulp, tissues, paperboard, packaging and wood products. Union Camp is a global paper and forest company. The Commission considered that the affected markets are those for adhesive tackifier resins, road marking resins and ink resins. The relevant markets are at least EEA-wide. The Commission concluded that, in view of the parties’ market shares, competition in the adhesive tackifier resin and road marking resin markets at the EEA level would not be significantly affected. As regards ink resins, in view of the parties’ market shares and the small increase in them that would arise from the acquisition, the Commission concluded that competition would not be affected. The Commission rejected the arguments of interested companies that competition would be affected.
