Claire joined CMS in July 2024. Prior to joining CMS, Claire worked in-house at the General Optical Council (GOC) and the General Pharmaceutical Council (GPhC) in corporate legal and fitness to practise teams.

Claire undertakes regulatory due diligence reviews and advises on regulatory regimes in place for health care, social care and specialist education providers in all four jurisdictions of the UK. Claire often advises in respect of the regulatory regime concerning the evolving health care sector including in matters of online sales and provision of services, building on the work undertaken in-house at the GOC directly advising the GOC’s governing Council on statutory interpretation in this context. Claire also acts on behalf of both the regulators (prosecuting practitioners) and regulated individuals (defending practitioners) in professional disciplinary proceedings and other associated proceedings such as criminal investigations.

Relevant experience

  • A buyer in relation to the regulatory due diligence concerning an adult care at home and disability support business and reporting on findings.
  • An investor in relation to the regulatory due diligence for the acquisition of leading remote psychiatry services, working both privately and with the NHS to support children, teenagers and adults.
  • An investor in relation to the regulatory due diligence for the acquisition of a leading eye care clinic in the UK, specialising in a wide range of eye surgeries and treatments.
  • Instructed on behalf of the Medical Defence Union (MDU) to advise a GP partnership in response to an investigation by the Care Quality Commission (CQC) regarding an alleged criminal failing to provide safe care.
  • General Optical Council preparing a four-hander case for hearing before the Fitness to Practise Committee, and undertaking additional investigative steps, involving allegations of serious dishonesty.
  • Investigating allegations of misconduct on behalf of the General Pharmaceutical Council including in respect of areas with overlapping scope with NHS investigations.
