Jamie is an associate in our Antitrust, Competition & Trade team, specialising in public procurement and subsidy control.

In public procurement, Jamie has experience acting for contracting authorities, utilities and private sector suppliers, understanding the law as well as the commercial and operational implications of procurement processes. He advises at every stage of a procurement process, from design and drafting procurement documents, through to contract award and subsequent challenges.

In subsidy control, Jamie has experience acting for public authorities and recipients of subsidies, applying the Subsidy Control Act and the EU State Aid regime to a variety of projects, assisting with risk management in a practical way.

  • Assisting with the procurement of a significant framework for infrastructure for a utility client – assisting from drafting of procurement documents, throughout the negotiated procedure and ultimately to contract award.
  • A major technology company in relation to a procurement challenge regarding a significant NHS contract.
  • Training a regulated utility client on the implications of the Procurement Act 2023.
  • Advising on the subsidy treatment and principles assessment for a grant in excess of £20 million to an international company establishing operations in Scotland - the first subsidy of particular importance referred to the CMA in Scotland.
  • A major UK airport on the implications of the subsidy treatment of a proposed grant for a clean energy infrastructure project, inputting to a risk-based decision on the commencement of the project.
