Joel is an Associate in the Energy & Climate Change team in London, specialising in the power and clean energy sectors.

Joel advises developers, investors, sponsors, lenders and energy users on the development, financing and sale of battery energy storage (BESS), solar, wind, nuclear and waste-to-energy projects, together with a wide range of related commercial and regulatory matters across the sector.
He regularly drafts and negotiates the full suite of project contracts, including Balance of Plant (BOP), BESS supply and maintenance, Long-Term Service Agreements (LTSA), Grid Works and FIDIC-based construction contracts, together with the revenue and route-to-market arrangements that underpin these projects, including Power Purchase Agreements and tolling and optimisation arrangements. Joel also advises on nuclear fuel strategies and the associated regulatory and commercial frameworks.

Prior to CMS, Joel acted for lenders and borrowers on a range of financings, including a new syndicated US$1.4 billion reserve-based lending facility, an up to US$1 billion reserve-based lending facility, the refinancing of reserve-based lending facilities for an oil and gas major, and the corporate restructuring of a portfolio of clean energy project companies for one of the world’s largest energy companies. He also advised a lender on the UK’s first co-located solar and battery storage project to feed electricity directly into the transmission network.

Joel has also acted on a pro bono basis for The Sick Children’s Trust, including on its project with Bradford Teaching Hospital to develop new family accommodation and the associated contractual arrangements.

Relevant experience

  • Fidra Energy on the development and financing of the 1.4GW / 3.1GWh Thorpe Marsh battery energy storage project in South Yorkshire, the UK’s largest BESS project, including the construction and revenue contracts and the project tolling agreement.
  • BW ESS on the debt financing of its 100MW / 331MWh Bramley battery energy storage project in Hampshire.
  • BW ESS on the negotiation of BESS, BOP and LTSA contracts for the development of its portfolio of battery energy storage projects in the UK and across Europe. 
  • Masdar Arlington on the due diligence of BESS, BOP and LTSA contracts for the development of a portfolio of battery energy storage projects in the UK (205MW / 520MWh).
  • A sustainable aviation fuel developer on a long-term SAF offtake term sheet, including take-or-pay volume commitments, delivery, certification and sustainability provisions, credit support and lender bankability requirements.
  • Electric Hydrogen on standard term templates and electrolyser supply arrangements for projects in western and central Europe.
  • Siemens Energy on a series of hydrogen supply and collaboration agreements with a large-scale developer.
  • Cero Generation on the negotiation of BESS, LTSA, BOP, BOP O&M and Grid Works Contract for 2 x co-located solar and BESS project (57 MW / 114 MWh and 120 MW / 240 MWh) and the EPC and LTSA on 1 x BESS Project (70 MW / 134.4 MWh).
  • A syndicate of lenders on the UK’s first co-located solar and battery storage project to feed electricity directly into the transmission network (prior to CMS).
